PEMUNGUT PPN WAJIB PAKAI E-SPT VERSI TAHUN 2022

Jakarta, 28 September 2022 – Direktur Jenderal Pajak Suryo Utomo pada 14 September 2022 lalu menerbitkan Peraturan Dirjen Pajak (perdirjen) untuk mengakomodasi bentuk, isi, dan tata cara pengisian dan penyampaian Surat Pemberitahuan (SPT) Pajak Pertambahan Nilai (PPN) bagi pihak lain. Pihak lain dimaksud adalah pihak yang ditunjuk Menteri Keuangan sebagai pemotong atau pemungut pajak sesuai pasal 32A Undang-Undang Ketentuan Umum dan Tata Cara Perpajakan (UU KUP), seperti penyelenggara transaksi kripto dan perusahaan asuransi dan reasuransi.

Sebagai tindak lanjut dari perdirjen tersebut, telah diluncurkan aplikasi e-SPT PPN 1107 PUT versi tahun 2022. Semua pemungut PPN selain instansi pemerintah yang baru ditunjuk dan pemungut PPN pihak lain wajib menggunakan aplikasi e-SPT baru tersebut untuk membuat SPT masa PPN 1107 PUT sejak mulai berlakunya perdirjen baru tersebut. Perdirjen tersebut mulai berlaku pada masa pajak Oktober 2022.

Namun, masih ada yang diperbolehkan memakai aplikasi e-SPT yang sebelumnya (aplikasi existing). “Pemungut PPN selain instansi pemerintah yang sebelum berlakunya perdirjen ini telah menggunakan aplikasi e-SPT PPN 1107 PUT versi sebelumnya, tetap dapat menggunakan aplikasi tersebut, dan diberikan pilihan untuk beralih ke aplikasi e-SPT PPN 1107 PUT versi Tahun 2022,” kata Direktur Penyuluhan, Pelayanan, dan Hubungan Masyarakat Neilmaldrin Noor.

Neil menambahkan jika memilih beralih ke aplikasi baru, maka pemungut PPN tidak dapat kembali menggunakan aplikasi existing.

Sebaliknya, dalam hal memilih memakai aplikasi existing, pemungut PPN selain instansi pemerintah masih dapat menyampaikan SPT masa PPN secara langsung ke KPP/KP2KP, melalui pos dengan bukti penerimaan surat, atau melalui perusahaan jasa ekspedisi atau jasa kurir dengan bukti penerimaan surat.

Untuk diketahui, bahwa berdasarkan perdirjen yang baru ini, SPT masa PPN 1107 PUT wajib disampaikan melalui saluran tertentu (e-filing). Dan, jika dalam suatu masa pajak tidak ada transaksi yang wajib dipungut PPN dan PPnBM-nya, maka pemungut PPN dikecualikan dari kewajiban menyampaikan SPT masa PPN 1107 PUT untuk masa pajak bersangkutan.

PLN Batalkan Program Kompor Listrik

Jakarta, 27 September 2022 – PT PLN (Persero) membatalkan program pengalihan kompor LPG 3 kg ke kompor listrik. Langkah ini dilakukan guna menjaga kenyamanan masyarakat dalam pemulihan ekonomi pascapandemi Covid-19.

“PLN memutuskan program pengalihan ke kompor listrik dibatalkan. PLN hadir untuk memberikan kenyamanan di tengah masyarakat melalui penyediaan listrik yang andal,” ujar Direktur Utama PLN, Darmawan Prasodjo.

PLN juga memastikan tarif listrik tidak naik. Penetapan tarif listrik ini telah diputuskan Pemerintah melalui Kementerian Energi dan Sumber Daya Mineral (ESDM).

“Tidak ada kenaikan tarif listrik. Ini untuk menjaga peningkatan daya beli masyarakat dan menjaga stabilitas ekonomi,” ucap Darmawan.

Selain itu, PLN juga memastikan tidak ada penghapusan golongan pelanggan dengan daya 450 Volt Ampere (VA). Daya listrik 450 VA juga tidak akan dialihkan menjadi 900 VA sehingga tarifnya tetap sama untuk masing-masing golongan.

“Keputusan Pemerintah sudah sangat jelas. Tidak ada perubahan daya dari 450 VA ke 900 VA dan PLN siap menjalankan keputusan tersebut. PLN tidak pernah melakukan pembahasan formal apapun atau merencanakan pengalihan daya listrik 450 VA ke 900 VA. Hal ini juga tidak ada kaitannya dengan program kompor listrik,” tegas Darmawan.

PLN terus berkomitmen menjaga pasokan listrik yang andal, serta mendukung pemerintah untuk melakukan pemulihan ekonomi nasional, menjaga daya beli dan produktivitas masyarakat.

Selama periode 2016-2021, Negara hadir bagi masyarakat dengan Penyertaan Modal Negara (PMN) kepada PLN untuk membangun infrastruktur kelistrikan sebesar Rp 40 triliun, khususnya di kawasan 3T (Terdepan, Terluar dan Tertinggal).

Selain itu, juga disalurkan stimulus sebesar Rp24,3 triliun untuk masyarakat dalam upaya mengurangi beban ekonomi di tengah pandemi Covid-19. Selama 2017-2021, juga diberikan subsidi sebesar Rp 243 triliun dan kompensasi sebesar Rp 94 triliun agar masyarakat tetap memperoleh listrik dengan tarif terjangkau dalam rangka menjaga produktivitas dan pertumbuhan ekonomi.

Penguatan Kemitraan Usaha Besar dan Industri UKM Dapat Perkuat Perekonomian

Jakarta, FMB9 –  Undang-Undang Nomor 11 Tahun 2020 tentang Cipta Kerja mengamanatkan adanya kemitraan antara usaha skala besar dengan usaha kecil dan mikro (UKM). Dari berbagai pola kemitraan yang ada, kerjasama di bidang hulu dapat memberikan efek lebih besar bagi perekonomian. Baik peningkatan skala UKM hingga penyerapan tenaga kerja yang lebih besar.

Direktur UKM Center (UKMC) Fakultas Ekonomi dan Bisnis Universitas Indonesia Zahra K. N. Murad menjelaskan, bahwa UU Cipta Kerja memiliki aturan turunan. Di antaranya, Peraturan Pemerintah (PP) Nomor 7 Tahun 2021 tentang Kemudahan, Pelindungan, dan Pemberdayaan Koperasi serta Usaha Mikro, Kecil, dan Menengah. PP itu mengamanatkan kerja sama dunia usaha untuk mengembangkan perekonomian.

Zahra menyebut terdapat beberapa pola kerja sama yang diatur dalam PP dan melibatkan UKM, koperasi, usaha skala menengah, hingga usaha skala besar.

Lanjutnya, dua pola utama yang lazim ditemui dalam praktik usaha di Indonesia. Pola kemitraan atau tidak langsung (indirect) dan pola rantai pasok atau langsung (direct).

Dalam sektor perdagangan umum, pola kemitraan di antaranya berupa penyediaan ruang bagi UKM untuk berjualan. Mekanisme itu lazim ditemui di tempat peristirahatan (rest area), stasiun, bandara, terminal, hingga gerai-gerai waralaba. Pola itu termasuk sebagai salah satu amanat PP Nomor 7/2021.

Lalu, Zahra menjelaskan pola rantai pasok adalah menyertakan UKM dalam rantai pasok (value chain) industri besar. Dicontohkan, salah satu produsen susu anak bekerja sama dengan koperasi dalam penyediaan bahan baku susu sapi, sehingga koperasi yang tergolong UKM itu bisa masuk ke dalam rantai pasok industri skala besar.

“Pola rantai pasok atau direct ini dilakukan di sisi hulu, sedangkan pola kemitraan atau indirect biasanya dilakukan di sisi hilir,” ujar Zahra yang menjadi narasumber dalam diskusi FMB9 bertajuk UU Cipta Kerja: Tumbuhkan Pengusaha Muda dan UMKM pada Senin (26/9/2022).

Zahra menjelaskan, perbedaan kedua jenis kerja sama itu adalah keterlibatan UKM dalam bisnis utama (core business) industri besar. Dalam pola kemitraan, UKM yang berjualan di area stasiun atau bandara tidak terlibat langsung dalam bisnis inti perusahaan besar, yakni sektor transportasi.

Pola rantai pasok memungkinkan UKM untuk terlibat langsung dalam proses produksi usaha besar. Menurutnya, manfaat dari pola ini akan lebih besar karena berpotensi membuat UKM naik kelas, hingga mengembangkan skala produksinya menjadi lebih besar.

“Dampak ekonomi dari pola kemitraan hilir belum cukup maksimal dibandingkan hulu. Saya tidak bilang bahwa pola kemitraan hilir ini suatu hal buruk. Namun, ini menjadi sebagai peluang, bagaimana kita support integrasi kemitraan hulu dan hilir dari industri besar dengan UKM,” tambahnya.

Zahra menyebut bahwa kemitraan di sisi hulu melalui pola rantai pasok memang relatif sulit terbentuk. Karena sejumlah syarat yang harus dipenuhi UKM agar bisa bekerja sama dengan industri besar. Seperti kemampuan menjaga produksi, kesiapan pembiayaan, hingga kesanggupan untuk menjaga kualitas produk dalam jangka panjang.

Oleh karena itu, menurut Zahra, seluruh pihak mulai dari pemerintah, sektor swasta, komunikasi, hingga akademisi seperti UKMC FEB UI harus terlibat dalam upaya mengembangkan kapasitas UKM dan meningkatkan kerja sama industri.

 

UU CIPTA KERJA

Zahra menyebut bahwa UU Cipta Kerja mengamanatkan kerja sama untuk mengembangkan perekonomian, salah satunya dengan memberikan kemudahan bagi pelaku UKM dalam mengajukan nomor induk berusaha (NIB). Pengajuan  dapat dilakukan secara daring (online) melalui sistem online single submission (OSS).

Berdasarkan survey UKMC FEB UI mengenai UMKM dan digitalisasi pada 2020 yang melibatkan 1.200 responden, ternyata masih banyak pelaku UKM yang berpotensi kesulitan untuk mengakses OSS dan mengajukan NIB. Hal tersebut tidak terlepas dari demografi pelaku UKM yang sebagian di antaranya menjelang usia tidak produktif dan literasi digital yang kurang.

Menurut Zahra, 50% responden atau pemilik UKM masih berpendidikan sekolah menengah pertama (SMP), lalu 42% responden berpendidikan sekolah menengah atas (SMA), dan selebihnya mengenyam bangku kuliah, terutama strata diploma. Tingkat pendidikan pelaku UKM berkaitan dengan kecakapannya terhadap teknologi digital.

“Ini berkaitan dengan perizinan usaha yang menggunakan NIB, karena tentu saja untuk mengakses OSS itu pra UMK perlu memiliki literasi digital yang cukup baik,” ujar Zahra.

Lalu, 60% responden merupakan pelaku UKM yang berusia di atas 40 tahun, sedangkan 40% responden atau pelaku UKM berusia di bawah 40 tahun. Menurut Zahra, porsi usia produktif yang lebih kecil membuat banyak pelaku UKM masih kesulitan dalam mengakses dan memahami teknologi digital.

“Ketika kita punya regulasi cukup bagus dari sisi kemudahan izin usaha, tetapi apabila UMKM-nya, terutama yang memiliki pendidikan rendah dan usia tidak terlalu produktif, itu akan menjadi kendala dalam mengakses izin usaha dan berbagai kemudahan dalam UU Cipta Kerja,” ujarnya.

Negara Hadir Lewat Listrik PLN, Warga Desa Paling Selatan RI: Hidup Lebih Mudah, Penghasilan Bertambah

Rote, 26 September 2022 – Warga di Desa Mbueain, Kecamatan Rote Barat, Kabupaten Rote Ndao, Nusa Tenggara Timur (NTT) mengaku gembira usai listrik dari PT PLN (Persero) hadir di pulau paling selatan Indonesia tersebut sejak 2020. Ketersediaan listrik telah membuat warga kian produktif sehingga meningkatkan perekonomian masyarakat.

Kehadiran listrik di pulau yang berbatasan dengan lautan Australia ini tak lepas dari peran pemerintah melalui penyertaan modal negara (PMN). Dukungan tersebut memungkinkan PLN  membangun infrastruktur listrik daerah terpencil yang masuk ke wilayah tertinggal, terdepan, dan terluar (3T).  Sehingga PLN bisa mewujudkan energi berkeadilan, meningkatkan kesejahteraan dan perekonomian rakyat.

Salah satu warga Desa Mbueain, Mama Lodia (39) turut merasakan manfaat dari hadirnya listrik PLN. Mama Lodia bercerita sebelum ada listrik, ia menggunakan lampu pelita minyak tanah sebagai penerangan. Untuk mendapat minyak tanah ia harus pergi ke kota. Padahal untuk sampai ke kota cukup merepotkan karena perlu naik kendaraan dan cukup menghabiskan waktu.

Kondisi ini kadang membuat anak-anak Mama Lodia tidak bisa belajar, karena keterbatasan penerangan.

“Sebagai ibu rumah tangga, saya sangat bersyukur bisa meringankan pekerjaan seperti memasak tidak pakai kayu, tinggal colok saja. Anak-anak bisa belajar dengan penerangan cukup. Sekarang bisa jualan kecil-kecilan dengan adanya kulkas. Ini sangat membantu perekonomian kami,” katanya.

Kepala Desa Mbuaein, Ferdi Otniel Boboy bercerita, masyarakat sudah lama berharap listrik hadir di desa mereka. Setiap ada musyawarah, masyarakat mengusulkan kehadiran jaringan listrik. Ia bersyukur karena harapan itu akhirnya terkabul saat listrik hadir di tahun 2020.

“Kami sampaikan terima kasih sebesar-besarnya kepada pemerintah dalam hal ini mulai Kepala Negara, Bapak Presiden dan PLN kami bangga punya PLN, kami terlayani listrik dan hasilnya memuaskan bagi kami semua,” ungkapnya.

Wakil Menteri Keuangan RI Suahasil Nazara menyampaikan bahwa sudah menjadi tanggung jawab negara untuk memastikan seluruh warganya dapat layanan jaringan listrik, tidak terkecuali yang tinggal di pulau-pulau terluar seperti Rote. Karena listrik memudahkan kehidupan seluruh masyarakat.

“Dengan listrik, banyak masyarakat merasakan kemudahan yang luar biasa. Semoga itu menjadi penambah semangat untuk bekerja bagi keluarga, anak-anak untuk belajar, dan kehidupan kita semua menjadi tambah baik di masa depan,” ujar Nazara.

Direktur Distribusi PLN Adi Priyanto menuturkan, pemerintah memberikan dukungan melalui PMN untuk pembangunan infrastruktur hingga ke pelosok negeri. Dana PMN tersebut salah satunya digunakan untuk menerangi warga Desa Mbueain. Berbekal dana PMN, PLN membangun jaringan tegangan menengah sepanjang 9,04 kilometer sirkuit (kms), jaringan tegangan rendah 14,48 kms dan 3 gardu dengan kapasitas total 150 kilovolt Ampere (kVA) untuk melayani listrik 282 pelanggan di desa tersebut.

Tahun ini, PLN menargetkan bakal menghadirkan listrik ke 19.650 keluarga di 97 desa di NTT. Di mana pembiayaan pembangunan infrastrukturnya berasal dari dana PMN senilai Rp 258 miliar.

“Kehadiran listrik PLN di Pulau Rote, pulau terselatan Indonesia yang berbatasan laut dengan Australia ini menjadi bukti kehadiran negara untuk rakyat dan juga mewujudkan energi berkeadilan,” ungkapnya saat mengunjungi Desa Mbueain.

Dalam kunjungan tersebut, PLN juga menyerahkan bantuan pendidikan berupa laptop dan alat tulis untuk mendukung kegiatan belajar anak-anak di Desa Mbueain.

Buka Next Gen Cup 2022, PELTI DKI Jaring Atlit Tenis Muda Berbakat

Jakarta – Guna menjaring Atlit Tenis Muda Berbakat, Persatuan Tenis lapangan DKI Jakarta bersama PB Pelti menggelar “Turnamen Strive-Next Gen Junior Cup” tanggal 25 s.d 30 September 2022, bertempat di ACS Jakarta-Setu Jakarta Timur, UNJ Rawamangun Indoor Jakarta Timur dan Kodam Jaya Indoor,Jakarta Timur.

Pembukaan turnamen tenis ini dilakukan di lapangan Tenis ACS dihadiri Ketua Umum Pusat Persatuan Tenis Seluruh Indonesia (PELTI) Rildo Ananda Anwar dan Ketua Pengda Pelti DKI Jakarta Erwin Suryadi pada Minggu, 24 September 2022. Kejurnas Tenis Yunior Next Gen Cup Mempertandingkan diantaranya Nomor Tunggal dan Ganda KU 10 Tahun, KU 12 Tahun, KU 14 Tahun, KU 16 Tahun, KU 18 Tahun, Kelompok Putra dan Putri.

Ia berharap melalui turnamen tersebut bermunculan para petenis berbakat Indonesia yang dapat menjadi harapan tenis Indonesia di masa yang akan datang. “Kami dari PP Pelti menyambut baik pelaksanaan program pertandingan tenis junior yang berkelanjutan dari Pengda Pelti DKI dan sekolah tenis Next Gen ini,” kata Rildo Ananda Anwar.

Ketua Pengda Pelti DKI Jakarta Erwin Suryadi mengatakan Turnamen tenis Junior Next Gen Cup ini merupakan salah satu bukti kolaborasi kuat antara Pengda Pelti DKI, sekolah tenis Next Gen dan para sponsor guna mendukung program pembinaan usia muda petenis DKI dan Indonesia. “Kolaborasi yang kuat ini, diharapkan akan semakin memperbanyak jumlah turnamen di Jakarta untuk seluruh kelas termasuk jumlah peserta yang diharapkan terus meningkat,” ujar Erwin.

Kejurnas Tenis Yunior Next Gen Cup mendapat antusiasme yang sangat besar dari pecinta tenis di Jakarta dan sekitarnya.
